Summary
Beginning in 2005, NHSCA joined with the SCIC to develop a NHSCA/SCIC Model Service Contract Act. NHSCA and SCIC jointly hired the same lobbyist to pursue the Pennsylvania initiative. The legislative sponsors debated the effort many times over the next few years and eventually opted to consider home, retail extended warranties and automobiles on their own merits.
Finally, on September 28, 2010 the legislature simply opted to pass our model exemption bill [SEE BELOW] HB 1774 which declares that service contracts are not insurance. It became law 60 days later. This leaves open future initiatives to regulate these industries separately.
